Leadership Training Funded Through Welfare Accounts

Strong volunteer leadership is vital to the success of any charitable organization. Effective board members provide governance, strategic direction, and oversight that help the organization fulfill its mission and serve its community. Investing in leadership development helps ensure that volunteer leaders have the skills and knowledge needed to carry out these responsibilities effectively.


When Welfare Account Funds May Be Used

Under IRS guidance applicable to charitable organizations, funds from a Welfare Account or Charitable Giving Account may be used to support Executive Board members' participation in leadership development events, such as a Leadership Summit, when the training directly supports the organization's exempt purpose.   

Leadership training provides volunteer leaders with education on governance, fiduciary responsibilities, strategic planning, and nonprofit best practices. By strengthening these skills, organizations enhance their overall effectiveness and long-term sustainability. 

Because the primary benefit of this training accrues to the organization rather than the individual participant, support for approved leadership development activities is generally not considered private inurement. The purpose of the funding is to improve the capacity of volunteer leaders to serve the organization and advance its mission.


Review and Approval Process

To ensure transparency and responsible stewardship of charitable resources, requests for Leadership Summit funding should follow the organization's established grant request procedures, or, if done in advance, it can be written in as a dollar amount line item in your Welfare Budget. 

If using a grant to fund the training, the President may submit a formal request to the Welfare or Community Giving Committee for review. The committee evaluates whether the proposed expenditure aligns with the organization's mission, charitable purpose, and funding guidelines before making a funding determination.  If writing the expense into the budget for the year, the budget committee does the same as above, then the amount is written into the budget and approved through the normal budget approval process. 

Committee members are expected to follow the organization's conflict-of-interest policies throughout the review process. Any member who may personally benefit from the funding decision, or whose impartiality could reasonably be questioned, should recuse themselves from discussion and voting. 

Initial offers to attend should be given to the Executive Board.  If you cannot find enough available Executive board members to fill the slots you have decided to fund, The Executive board can vote to select people from the general board to attend instead.


Accountability and Documentation

All approved expenditures should be administered under the organization's accountable plan and supported by appropriate documentation. Expenses must be reasonable, necessary, and directly related to participation in the approved training activity. 

Eligible expenses may include: 

  • Leadership Summit or conference registration fees 

  • Necessary travel expenses 

  • Lodging required for attendance 

  • Other reasonable, mission-related costs associated with the training 

To maintain full transparency, receipts and supporting documentation should be submitted to the Welfare or Community Giving Committee and retained in accordance with the organization's financial policies.  If the funding was done through your budget, the established reimbursement process should be followed to reimburse the individual expenses based on receipts of expenses listed above.


Strengthening the Organization Through Leadership Development 

Leadership development is an investment in the organization's future. By providing volunteer leaders with opportunities to expand their knowledge and strengthen their governance capabilities, organizations can improve decision-making, strengthen oversight, and better position themselves to achieve their charitable objectives. 

When supported through a clear approval process, appropriate oversight, and proper documentation, the use of Welfare Account funds for leadership training represents a responsible investment in the organization's mission and long-term success.
